This first black leader of the
Virginia Military Institute,
the oldest state-supported
military college in the
United States; all enrolled
students participate in reserve
officers training, a pathway to
leadership roles in the U.S.
military. General Wins,
an alumnus, was appointed
to the job in 2021, although
he began on an interim basis
the year before. He was fired
by the board 10 - 6, without
giving an official reason for
the decision, after a closed
session that lasted more than
two hours.
