countries across the developing world to provide billions
of dollars in health aid -- 16 countries thus far and dozens
more countries later -- cofinancing is the new wrinkle
and a way for Trump to frame the health work as something
tied to Favors returned to the U.S. as a quid pro quo . . .

$2.9 billion of the $6 billion agreed to by Congress.
PEPFAR has been essentially halved and
the "deal" made to pass a budget bill on to Trump
for signature was made with that "condition" that
PEPFAR would still be fully funded . . .
