Monday June 2, 2025 that he was previously

unaware the United States has a hurricane

season (it had begun Sunday June 1).

Before his appointment as "acting"

administrator, Richardson has no experience

managing natural disasters.  REUTERS

He is a Kristi Noem, DHS Secretary appointee

a Marine Combat veteran and martial arts

instructor, after she fired the first acting FEMA

chief of the Trump 2.0 administration (after

Jan. 20, 2025).

DHS has installed more than a half-dozen of its

officials into key roles at FEMA to 

effectively run the agency.  Most of them,

like Richardson have no or very little experience

handling regional and state disasters.  The updated

disaster plan for 2025 is a default one from 2024

but with a dramatically smaller workforce.  Estimates

are that 10% of staff have left since last season

and by the end of 2025, 30% will be retired or
