2nd wettest June on record

June will most likely go down as the 2nd wettest June on record. 

In order to eclipse the #1 spot, today’s rainfall total will have to be above 1″. 

Certainly possible, but not likely as the severe weather potential stays low with light 

to moderate showers possible. The pattern will shift from the wet to the dry and hot 

going into the weekend. Fourth of July weekend will average highs around 80 degrees 

and lows in the middle 70s. Rain chances will return towards the middle part of next week

July 5 (Monday that is the Federal Holiday) to July 9 (Friday).

SOUTH BEND, Ind. -- Wednesday, Naxos Neighbor’s app will begin its second beta testing in hopes of officially launching the app come September, but they need your help. A group of current and former Ivy Tech students, faculty and staff created the Naxos Neighbor’s app.

The smartphone feature is a one button push. When with someone suffering from a drug overdose, bystanders can anonymously connect with first responders in the area who are carrying Narcan.

In St. Joseph County, opioid overdoses spiked in 2020 with 83 people losing their lives, research shows these deaths frequently are preventable. Naxos Neighbors are hopeful to take the fear out of the situation and provide people with the help they need.

“Research is showing that approximately 40% of overdoses happen with a bystander present and less than 5% of the time does that person call 911. This is an enormous problem because overdoses with Narcan, the reversal drug, are 97% preventable,” says Joanne Kelly Cogdell, Naxos Neighbors CEO. “We can prevent 97% of these deaths if we can just get Narcan to the person at the right place at the right time.”

While the pandemic is believed to play a role in these rising numbers, it is not the only cause. This ever-growing crisis needs the community to take action…and do so, quickly.

“But in addition to that, opioids were flooding into the country right before the COVID epidemic hit. Unfortunately, the drug cartels are following the epidemic, they are following what people are addicted to, and that is what is entering the country and will continue to happen,” says Cogdell. “The U.S. consumes 80% of opioids consumed in the entire world, and we are 4.4% of the population. We have 41% of the deaths. We have created this crisis, and we need to do a whole lot more to solve it”

The event is today from 12:30-2:30 p.m. at the First United Methodist Church. They are looking for people to come and test their app. They also are seeking first responders to sign up.

The events in July and September are planned to be hosted at Riverfront Park south. During the event, the officers will be blocking off Bond Street.

“If you don’t have a ticket to get into the event, or don’t have credentials that you are with the staff or vendors, you won’t be allowed down Bond Street that day,” Millin said.

The park will be closed, including the Ruff and Tumble Dog Park, for the day.

Nobody under 21 [years old] can be around the event. It can’t be publicized or in the public eye,” Millin said. “That’s probably the best location we can minimize [exposure], keep it contained and keep control over people coming and going.”

The city has designated the area for the consumption of marijuana products that day, limiting the attendance to those 21 years of age and older.

After the first event in July, the city will have a debriefing to go over any issues that may have arisen during the festival.
Millin said even if there are no issues, they will still strategize for the second event, as it is approved for 2,000 attendees, where the first is limited to 500.

“It will give us a trial run, and we’ll see where it goes from here,” he said.

High Waves and Dangerous Currents (June 21 - 22, 2021)

The National Weather Service is reporting that all of Michiana’s beaches will face high waves and dangerous currents on Monday (6/21) and Tuesday (6/22).

Waves can be up to four to seven feet high on Monday. A high swim risk has been given for the area.

On Tuesday, they will subside to two to three feet. A moderate swim risk is expected for the day.

Life-threatening waves are expected for Silver Beach, Warren Dunes, New Buffalo, Long Beach and Michigan City until Tuesday. Officials are asking that you do not go into the water and stay away from piers.

Though earthquakes are rare in Indiana, they do happen. Hoosiers across the state experienced one Thursday, when a 3.8 magnitude earthquake near Montezuma caused shakes that could be felt from Muncie to Mishawaka. 

Michael Hamburger, a professor of earth and atmospheric studies at Indiana University, said an earthquake of the size and scale that Indiana experienced Thursday was "a once in several year event."

Indiana lies near two major fault lines: the Wabash Valley Seismic Zone, which lies along the southwestern Indiana and southeastern Illinois borders, and the New Madrid Seismic Zone, which runs through western Kentucky and southeastern Illinois.

Will Federal Workers get Friday or Saturday off for "Juneteenth" 2021?

The Office of Personnel Management announced Thursday morning that “most” federal employees will get a day off Friday to observe the new Juneteenth federal holiday.

Juneteenth is celebrated on June 19 and commemorates the arrival of Union troops in Galveston, Texas, following the end of the Civil War, marking the effective end of slavery in the United States more than two years after the signing of the Emancipation Proclamation. The holiday is already recognized by 48 states and the District of Columbia.

The House and Senate both overwhelmingly passed a bill this week to add the occasion to the list of federal holidays, and President Biden signed the legislation into law Thursday afternoon.

Since June 19 falls on a Saturday this year, the observance date for the purposes of giving employees a day off would be Friday. With the short lead time between the bill’s passage and the end of the week, it was unclear whether OPM would be able to implement the new holiday in time to give federal employees Friday off.

But OPM announced in a tweet that “most” federal workers would, indeed, receive that day as a holiday.

“Today, [President Biden] will sign the Juneteenth National Independence Day Act, establishing June 19th as a federal holiday,” the agency tweeted. “As the 19th falls on a Saturday, most federal employees will observe the holiday tomorrow, June 18th.”

In guidance sent to agencies Thursday, Acting OPM Director Kathleen McGettigan reiterated the policies governing days off for federal employees for federal holidays that fall on weekends. Although full-time employees are entitled to a day off in lieu of the actual holiday in these circumstances, part-time employees are not, although individual agencies may elect to grant them the day off anyway.

"Part-time employees are not entitled to an 'in-lieu-of' holiday," McGettigan wrote. "If an agency’s office or facility is closed due to an 'in-lieu-of' holiday for full-time employees, the agency may grant administrative leave to part-time employees who are otherwise scheduled to work on that day."

Additionally, employees who are required by their agencies to work either on Friday or Saturday must receive holiday premium pay for their work. Employees on alternative work schedules who were already scheduled not to work on Friday either have Thursday, June 17, off, or will receive holiday premium pay for the work they did on Thursday. Agencies were expected to dismiss such employees from their duties once Biden signed the bill.

And employees who had already scheduled leave for Friday will not see those hours charged to their leave bank, McGettigan wrote.

 

Earthquake near Terre Haute, IN -- June 17, 2021

magnitude 3.8 earthquake was reported Thursday at 2:18 p.m. about 2 miles west of Bloomingdale, Indiana, but reportedly also felt by Chicago-area residents. People in southern Michigan also reported feeling the quake, according to the AP.

The earthquake occurred at a depth of about 5 miles.

COLUMBUS, OHIO - The owner of several Indiana shopping centers has filed for Chapter 11 bankruptcy protection. Ohio-based Washington Prime Group Inc. (NYSE: WPG) says it has entered into a restructuring support agreement with its creditors and will use the bankruptcy filing to "implement a comprehensive and consensual financial restructuring" of its corporate-level debt.

Washington Prime owns a dozen shopping centers throughout Indiana, including Muncie Mall, Clay Terrace in Carmel, Markland Mall in Kokomo, and University Center in Mishawaka, IN.

WHERE...In Indiana, La Porte county. In Michigan, Berrien county. WHEN...From 8 AM EDT this morning through this evening. IMPACTS...Strong currents can pull swimmers into deeper water and high waves can sweep people off piers. PRECAUTIONARY/PREPAREDNESS ACTIONS... Annual Conference 2021 (follow-up to virtual meeting in June 2020) -- IL great rivers U.METHODIST

Bishop Frank J. Beard, in consultation with the Cabinet and Sessions Committee Executive Team, has announced the 2021 Annual Conference will be June 11-12 and will be conducted virtually.
 
The theme for the 2021 Annual Conference is A Time to Heal, based upon Ecclesiastes 3
 
Utilizing the knowledge gained from the virtual 2020 Annual Conference, participants will be able to offer speeches for and against and ask questions during the plenary session, slated for Saturday, June 12 from 10 a.m. to noon and from 1 to 4 p.m. The Annual Conference will be using the Zoom platform, utilizing the polling feature for voting (the same as last year) and the Q & A feature for posting questions or asking for recognition to speak for or against the motion.
 
No amendments or changes to the legislation will be possible. However, the Sessions Committee will be holding Pre-Conference meetings to address both technological issues as well as answer questions on the legislation.
 
Registration will open April 6 on the Zoom platform and because of needing secure access to the room, persons will register and receive two log-ins – one for either the clergy or laity session on Friday, and one for the joint plenary session on Saturday. These registrations will be cross-checked and verified prior to issuing the unique access code to the participant.

The main event will begin on Saturday and will run through Sunday night. Morning sessions will go from 9 a.m. to 4:30 p.m. while evening sessions will run from 7:30 p.m. to 11 p.m. Best in Show will be awarded on Sunday, June 13 at the completion of the competition.

What is the Westminster Kennel Club Dog Show?

The Westminster Kennel Club Dog show is a yearly event that features nearly 3,000 dogs. Normally, it is held at the Madison Square Garden, though it will be held outdoors in Tarrytown, New York in 2021 because of the COVID-19 pandemic.

Main "Best of Show" is 7:30 - 11 p.m. on Sunday June 13, 2021 on FOX television (prime time plus one more hour than usual)

Wetland and waterway protection -- EPA reverses 2019 "Trump Rule"

The Environmental Protection Agency and the U.S. Army on Wednesday announced their intent to expand the number of waterways that receive protection under the Clean Water Act.

The move would reverse a rule adopted last year by the Trump administration, which limited the bodies of water that could receive federal protection. The Biden administration wants to expand protections to smaller waterways like streams, ditches and wetlands that feed into bigger bodies of water.

EPA Administrator Michael Regan said in a statement that the Trump administration policy had led to "significant environmental degradation."

The EPA and the Army said they discovered that the Trump rule significantly reduced clean water protections, a major issue as the U.S. West grapples with a severe drought and water supply shortages.

In New Mexico and Arizona, the agencies found that almost all of more than 1,500 streams assessed were non-jurisdictional and thus unable to receive protection from the federal government.

Jaime Pinkham, acting assistant secretary of the Army for Civil Works, said the Trump rule led to a 25% reduction in "determinations of waters that would otherwise be afforded protection."

The ruled adopted under Trump, known as the Navigable Waters Protection Rule, reversed a previous attempt by the Obama administration to provide a more expansive definition of "waters of the United States" under the Clean Water Act.

]A Juneteenth festival will take place from 10 a.m. to 5 p.m. 

on Saturday, June 19 at the Mount Calvary Baptist Church 601 Ferry St., Niles. 

The event celebrates Juneteenth, also known as Freedom Day, 

which commemorates the emancipation of those who had been enslaved in the U.S. 

Originating Texas, the holiday is now celebrated June 19 nationwide.

Local businesses and food vendors will be showcased as they continue to rebuild 

after their struggles with COVID-19. 

Food cook-offs will be performed to showcase the best in BBQ, best side, and best dessert.

Veggie Van -- Tuesday 6/15/2021 - visits Niles-Buchanan YMCA

Niles-Buchanan YMCA this month. Spectrum Health Lakeland says the Veggie Van is a mobile farmer’s market that offers fresh produce free of charge to anyone looking. The fruits and vegetables are locally grown. The Veggie Van will be at the Niles-Buchanan YMCA on Tuesday, June 15 from 11 a.m. to 1 p.m. The event will be held drive-through style and participants should remain in their car to ensure proper social distancing. A total of 100 bags will be available on a first come, first serve basis. The goal of the Veggie Van is to ensure fruits and vegetables are available to people who otherwise have limited access to fresh produce. It’s made possible through the support of Spectrum Health and the YMCA. . .
